Bowler has more than 30 years of experience in the development of advanced systems, including battle management command and control systems, space-based infrared surveillance, infrared sensors and guidance systems, laser communication systems, tactical air-to-air missile, signal processing, optical system design and cryogenic systems. Since Joining Boeing in 1997, Bowler has held various management and principal investigator positions in systems engineering and technology development. Prior to Boeing, Bowler worked at Lockheed Martin / Loral / Ford Aeronutronic, where he served as a program manager, engineering team lead and principal investigator on a number of missile systems.


Bowler has extensive experience in systems engineering, network centric operations and advanced systems development. He is currently focused on expanding the NCOIC Cybersecurity Integrated Product Team with an emphasis on secure interoperability and recommendations on cyber-defense best practices, standards, laws and policy.

Bowler was a principle author of the NCOIC Interoperability Framework (NIF®), and has made contributions to many other NCOIC technical products. Through the years, he has led the Open Standards and Patterns Working Group, Architectures and Standards Analysis Function Team, NATO Interoperability IPT and the NIF Functional Team.
