Lordy wish I could have the $10 I spent at .14 back, Orwell, it is what it is.

Can someone explain how they are "walking down the ask"? I've heard that term the past few weeks and I'm not quite sure what it means. Are they dumping shares to trigger stop losses and then picking up the shares as more stop losses get triggered?
