Same reason why many people aren't getting filled on their buys at 1 - not many sellers at 1 nor buyers at 2. That's the double edged sword of a 0001 x 0002 stock - big gains if you catch a runner but the spread means if you try to bail you're taking a 50% hit just like that.

Buyers are parked at 1 and sellers are parked at 2 without either side budging right now because why pay 2 if you think you can get 1s and why sell 1s if you think you can get 2? Another way to put it, this is a stalemate until either side budges.
