After looking deeper into this is looks highly likely that the expansion is connected to Amedica.

Not only does the PR say the following:

facility now serves as a custom-order manufacturing site specializing in high-added-value components made from advanced ceramic materials.

The timeline seems to coincide with Amedica.

7 months after this deal is announced Kyocera submits to expand its Vancouver location.
