It's good to get an outsider perspective! I've been tracking cannabis stocks since 2012, and although many are still subpenny and there have been some major scandals, the industry is coming together as a whole. There are now two national industry associations, one for Hemp and one for Cannabis, they are holding quarterly caucuses, AND even the Trump Corporation (not the president) is hosting a cannabis commercial real estate conference. So I think it's a matter of time--now that cannabis is legal in some form in 29 states (and increasing monthly), a majority milestone has been reached.

I think these are long-term plays and there are a lot of day-traders trying to flip them which is not a good strategy at this point.
