Trading 101: When you see the bid rising, that is your cue to buy at the ask, because you now have a safety cushion. The bid is telling the other investors that, no matter what happens, they are willing to pay that price, so if it drops to the one below, it will not stay there long and will be back to that bid again. Common sense.

So BUY.
