So Hanks is paying for permits etc with toxic debt - now that is one hell of a brilliant idea. The investment bankers will be impressed.

Hanks has to borrow $145,000 from a toxic lender but wants to borrow $450 million - I hope no one really believes Hanks is going to even attempt to arrange for the financing.

Sounds like the guy is broke and desperate.
