As I have said 100 times, he is not opposed to the NWS stopping. He has even said he wants it to stop because it is dangerous.

"The real question - IMO - is does WATT have the power by himself and if so - what the hell is he waiting for (maybe a Sec of Treasury who will have his back?)"

As I have also said 100 times, no...he does not have the power by himself.
