Why would they plunge from something that was already known? They didn't change the sweep in March and aren't going to change it until they absolutely have to.

The difference being is that the Tres. Sec. as recently as yesterday, himself, stated very publicly that the prior administration was in the wrong for doing the same thing while putting the taxpayers at risk.

Well the way it's going currently he's doing the same thing so he's either counting on ppl not putting that together or is going to take action to change the situation.
