That has been tried. By CMKX and it's taskforce. It took them something like 8 months getting people to order and fax in copies of their certs trying in part to prove what tens of thousands of people were, some still are, claiming the largest naked short in history...trillions of shares.

They couldn't even come up with the total outstanding much less prove any naked short...amazingly, almost 40,000 people held the stock right up until the day it was revoked. The outstanding was about 703 billion.

Of course they didn't believe the SEC figures given to them showing that at the end of April 2005 the total fails to deliver amounted to just 3 million shares...about $300 worth.
