Doesn't no shareholder mean no shareholder?

No current shareholder of the GSE's. Read carefully, as it makes the clarification. The new entity CAN have shareholders. It's up to the new board to decide whether they want new shareholders or not.

Why then have you chosen preferred? Please continue the dialogue for the benefit for some of us that are paying attention.

Because it goes on to address what can happen with the existing equity. I'll let you read that and figure it out for yourself as it's pretty in-depth for me to go into here at this particular time.
