The momentum has significant changed from the article that was published on June 20, 2011. The discussion has significantly changed as well as the administration...how do you suppose this article will relate to current events?

That's not an "article". It's a government document providing clarity on a piece of legislation (HERA). The law states: if the GSE's are taken into receivership, an entity will be created exactly like the GSE's that will take over the operations of the GSE's and current shareholders will have no rights to the new entity.
