I assume "tutes" means institutional investors. Most are mutual funds, pension funds, endowment funds, insurance companies. They cannot buy penny stocks by charter or by policy. That leaves hedge funds and private equity. USRM is pretty small potatoes for most of them. If GACP follows through with what was announced, they would have about 15% of the company, giving them effective control. There just isn't a lot of room for "tutes" in a stock like USRM.
