Absolutely. These guys have no idea how much per share someone has to come up with to short a penny stock. It is astronomical. Only 2 brokers I know of in the US that will let someone short a penny stock, and one of them has to go offshore to get the shares. And the short numbers are always off and contain many things including shares MMs went naked short on. And some of those are cleared out but it still stays till the money settles and clears.
