Used to have the same issue with TD. Need to switch from cash account to margin account and you'll never have that issue. However sometimes there are restrictions on buying OTC stocks but very rarely. When I'm restricted I use my etrade to buy it.

In the case of AMLH, no restrictions. Holding it now with TD. If I'm understanding your question correctly, when you open a new account yes there will be a wait for funds to clear UNLESS you wire the funds then there is no wait. In addition, if you sell a stock those funds aren't readily available if your account is a cash account UNLESS its margin then its readily available.
