Bottom line is things MOVING forward. I'm thinking there would possibly be some kind of grant program available from the government as well and this financing will only be done with this company for the smaller amounts needed for permits and such as I've heard this company is a bit "toxic" although I don't know much about them? Can't get on website via my work computer due to security issues.

With the proposed high-tech, low pollution refinery proposed and KPE at the wheel, I don't think permits would be that difficult to get passed along with the fact that a 50,000 barrel a day facility is considered small and know there are some hurdles that don't need to be jumped for that reason according to the article I posted yesterday about that other refinery being built about the same size.

The other 250 acre "buffer" zone may be intended for future increase in size as if drilling increases and more oil needs to be refined then they would have the area to expand and make more money. Mexico's oil consumption is about 2X the growth rate of any other nation.
