They can retire some shares, and do a share buyback

"Retire" what shares? Stock already in the float cannot be "retired", unless its owner agrees to the retirement. No management stock is part of the float because all officer/director stock is restricted.

And again, evidently they have no money. They're attempting to raise it. So they aren't going to do a buyback.
