I think they are hesitant , because they are unsure of their opponent ATM, but I do not think NK leader is insane. I believe he is very sane and cogent . He is doing what it takes to keep his regime in full esteem and power in the eyes of his biggest threat, his people. This cat n mouse game is very deliberate and needed to get the west to the bargaining table in more talks in hopes of eliciting goodies, but any that think he will give up his greatest tool for bargaining , nukes , are way off imo . He will never give those up, charlton Heston to the nth degree.
