Probably beacuse of this:

(4) Q: Has the Company experienced a reduction in revenues with the temporary testing rules in Oregon.
A: No, the temporary testing rules have not negatively impacted our revenues. These “temporary” rules have allowed for additional smaller producers and processors to participate in the market off-setting any reduction in testing volumes enacted by these rules

From the 8k on 3/10

We get that they are proposing to lower regulations. Whether it actually hits 20% (doubtful! this number comes from a lobby for weed producers who want their regulatory costs lower... Who doesn't??) patient safety will keep this number higher... Especially if more and more public Health inquiries pop up.. THE Dreaded spider mite!!! O NO!!

WW views the regs like this.. Lax regulations allow more small producers to enter and navigate the market...balancing loss... So while batch size may increase and what must be tested might change (fluctuate is my guess) this will all even out by the numbers of NEW growers and producers popping up. Look up the Licenseing data over the past year and a half (in I box somewhere). That is staggeringly fast growth.. Imagine Cali's....also this is only for Oregon... SGBY is in Cali (both north and south) more states are to come..
