Regular Meeting

In New Business, regarding BioMass Power (Project "Skate"), representatives of the potential tenant made a site visit to the Port The type of product has changed somewhat from pellets to briquets. Representatives also attended the Ports Committee meeting of the Red River Waterway Commission, which appeared to go well. The tenant continues to move forward with funding options. They also met with local people involved in the timber industry.
A Notice of Intention pursuant to La. R.S. 33:4717.2 to consider a resolution to approve a lease with BioMass Power at the next regular board meeting on April 17, 2017, was duly given.

MEETING

Present were Ralph Ingram, Nettles Brown, Dan Simmons and William Allen, Commissioners. Absent was Luke Frederick. Also present were Robert Breedlove, Executive Director of the Port, Mark A. Begnaud of McCoy Roberts & Begnaud, Ltd., legal counsel to the Commission, and Travis Tyler.
After discussing the terms of the proposed BioMass lease the Board agreed to consider a request by BioMasss to phase in required tonnage increases over period of time. Discussions were also had related to the force majeure clause
Robert Breedlove was authorized to negotiate a staggered term for required tonnage increases.
