Morningstar Analysts follow a specific rules procedure to arrive at a rating for a specific stock. This specificity of procedure rules lends itself to computer modeling. "Morningstar quantitative metrics are derived from a statistical model designed to mimic Morningstar analyst-driven ratings." So in effect, the rating is determined in the same manner as an analysts' determination. This model was the result of collaboration between OTC and Morningstar itself. So it is condoned by Morningstar and carries the Morningstar logo. Also the rating is determined on a daily basis just like it's done by an analyst. That's why a few days ago the rating for Pulse changed from 4 to 5.
