We're not focused on it - in terms of legislation.

which translates to me that there will be an administrative action from them. There isn't time in 2018 to push this off as the clock is ticking. They have to fix it and Congress doesn't have any plans that work better than what's already in place.

So recap and release remains the best and most obvious option...
