OWCP claims that they have no plans to engage in "scary" dilution, but only to lift the restriction on shares that when added to the current outstanding total, will multiply the circulating ocean by 500/144 = approximately 3.5X. Considering that the stock is struggling around a dollar with negative stair steps, share prices will cap at 25 cents by the time all restricted shares are sold and given the immeasurable volatility, this stock will hit the sub-dime bagel. This type of dilution is not as scary as the other type because it mostly goes unnoticed and can be done quietly, but it is just as effective at swindling shareholders.

The "type of dilution" you think I am mentioning is the nuclear option: increasing the total number of shares. That will happen once the company runs out of restricted shares and needs to increase the number of total shares. This probably won't happen for another year or 2, so the company does not get into trouble for lying point blank and saying that they have no plans to dilute further than the enormous cesspool of a half billion shares.
