Not interested in minor league "Referenced FINRA modifiers and rules".

I could have sworn I've Referenced FINRA modifiers and rules before - below is a pic of yesterday's Level II. It's easy to see there is no modifier attached, nothing stating the days last trade was "delayed" - hence my question.

This is my only daily interest:
