I am sure it was not intentional but he didn't know the rules of the SEC and that he had to file financial information. As a result many brokers have put a stop that has been on going for several days now and as the price dropped those of us with these brokers have not been able to add to our positions. No telling how many people this has effected or how many thousands people have missed out on because of this.
