The "questions" statement in the suspension notice is their boiler plate way of saying they don't believe anything the company has said on the matter. The chances of SCNP getting a 211 sponsored by a MM are next to zero. They aren't even an SEC reporter so they would need to file a Form 10 first...which won't happen.
In the last 7-10 years, and well over 2500 SEC suspensions of OTC stocks, there are maybe 4-5 that have gotten a 211 approved. And ALL of those were SEC registrants BEFORE the suspension.
SCNP is done.
I am often reminded of this scene about the chances of a penny stock coming back.
