Here's my take...... let's for fun sake assume the loans are done and ready to PR, we all knew this proxy vote would take place which included some sort of A/S increase. Ok, so they announced the loans are done, the PPS and volume SKY ROCKETS with loads of NEW shareholders and THEN they announce their request to raise the A/S....Oh boy, would that have been deceitful and total BS especially to the New investors..... now that's out of the way, so after the loan Pr's there will no complaining/bashing that they were deceived by the company before the proxy vote filing...... Make sense!!

Based on above observation, I anticipate a PR regarding loan approvals by the end of next week at the latest, although, keep in mind, I'm rarely right on these predictions and anticipations........lol
