Sorry Joe, but "zone based access" does work, and could have worked, had the NSA controlers limited Snowden's access to their files at certain pre set locations (established by them) and nowhere else. No one says that Snowden should not have had access, but he didn't need that access in his garage (for example). Today, with peace keeping mission troops around the world, carrying computers with sensitive documents needed for the task, are vital, but if captured...specific location based access is imperative...and easy...like just in the humvee.
