I was taught a very interesting and helpful tip regarding L2 that i believe to be true. If the number of shares (on the bid or the ask) ends in "0", it's fake. I watched certain penny stock real time L2 for years that showed one MM with 10,000 shares and millions traded before the stock moved.

They are all manipulators.

CDEL with 532,454 on the bid is real

The asks that aren't 10,000 or 2500 are real
