As a web developer myself, I believe it was more the public's wishful thinking and misunderstanding of the purpose of the countdown clock in question. Slapping one of those on a page I'm working on is just something we all do. I came in after the page was up, but on a announcement page like this, I would assume it was for dramatic effect, and apparently confused with a launch date.
