Difference is MMEX hasn't done anything since the 8K and the builder deal. DOLV actually has a product in production and to be released in the summer, they have multiple billionaires in the company as well.

MMEX is soaring on the hope for a refinery. DOLV is gonna go far in the short term because they have the revenues and the product to show for it.
