I don't know the rules about who can bid on IP. The corporation RCPIQ no longer exists so I am not sure Archer could not bid as any other entity could. One of George Miller's fiduciary responsibilities as the trustee is to monitor for any fraud or insider advantage. I think the fact that Mullan tried to contact Miller suggests he is interested in anatabine. I'm trying to think of some benefit the winning bidder would have to bringing back Rock Creek rather than just taking the IP and continuing independent efforts. RCPI does not seem to have any value in just the name--maybe even a liability.

By the way, just for the heck of it, I emailed George Miller and asked if the fact that anatabine was, as far I knew, still being used by Roskamp in its DoD-funded research would be considered when assigning a value to anatabine. No response. Just throwing stuff out there.
