I thought Sweeney left it up to the gvt to decide which of the 11k to release, and that the plaintiffs will then be able to challenge the list of released docs given to them by the gvt if they think more should be released. And the plaintiffs would be able to only request the additional ones they would like to see based only on the titles of the documents, because that is all the plaintiffs can see at this time.

So yes the gvt could choose to hand over 5 documents, each dealing with what Treasury was ordering for lunch that day, and the plaintiffs would challenge and ask to see more documents, and more relevant documents. And sweeney would probably allow 2 additional weeks' delay per document request and allow the defendants 3 weeks to respond to each document request, and then give extensions on top of that. By 2018 there will be about 10 mostly irrelevant documents released to the public, I would guess, and Sweeney would have still not ruled on jurisdiction.
