Leo never stood a chance of getting up-listed. It was all for show. Dr. B is not the firepower I would hope for if I were a shareholder. I know it works for most that are, but I don't think outsiders see it that way. Now the company is semi-desperate and trying to put in place the right things to accomplish the goals. Reactive, not proactive. Sounds like a script that doesn't work out well for shareholders. Good luck, you'll need it.
