OTC is comprised of mostly impatient people looking for a quick flip - which is a fine strategy actually. It should not surprise you that people are selling 24/26s. They will sell even lower if more volume does not come here in the coming days. Whether that is a good decision remains to be seen - I believe they are selling too early but they very well may be correct if this flub-a-dubs back to low 20s. This is also often an issue with technical bounces that lack a known catalyst. The chart indicates we should at least touch 4s in the near term, but the chart is but one variable in these chaotic waters that we call life.
