So NEWC is in fact registered with SEC and the info states that registered companies are required to file quarterly and annually.

Even though they are less than the 10 mill, aren't they still subject to the rules and penalties since they are registered?

Or is SEC just like "who cares about this little company that's less than $10 mill, let em go on"
