Due to Watt's multiple warnings on capital - he would not stop a Mnuchin order to end the NWS -- and to the extent any payment was to be made to Treasury (for the original 10% for example) it finally be done with in kind stock

Summary
The decrease in amount of Sweep or taking it to zero or moving it to in kind - is not something Watt would argue with if Treasury said its cool
