This will be tricky for them. They have to apply to the DOT as one of the requirements for submitting the FAA formal application package which kicks off the certification in earnest. So if they wait until the SHM to apply to the DOT and reveal all the details, it will delay the certification.
Chicken or the egg kind of thing.
