The issue is pretty basic. Pay $250-300 for a physical meter that adds nothing (fares are already capped *before* you ride) and may cost additional money for maintenance, repair, etc. Then there's the cumbersome way of linking it to a device using Bluetooth (from what I read) which really isn't convenient at all.
So in summary: additional costs, no benefit, inconvenient
