Has been pointed out before that the meter is 'virtual,' aka it exists inside the Grab app. Most phones these days have GPS to track location, then Grab/Uber's service can handle all the test in terms of tracking the ride and generating a fare.
Physical meters make no sense in this scenario because they don't factor in supply/demand, which also constitute part of the total fare that a user pays.
