Hey Lava,

I e-mailed Dan (with MarijuanaIndex.com) again for clarification. I thought he meant it would be listed on the United States Index because of them being incorporated in Delaware -- but I'll let you know what he says.

The only thing he said on March 31st was:

We've completed our quarterly analysis and OWCP will be added when our indeces are rebalanced at the EOD tomorrow.

This still wouldn't have anything to do with the Horizon ETF. I e-mailed them directly as well and they said the reason OWCP isn't part of their ETF was because they're OTC. If/when they uplist to NASDAQ, you can probably expect a change.
