Mocoa is deep in the south of Colombia by the border with Ecuador. NEWC's mines are generally in the Northwest quadrant of Colombia. The company seems too far away to offer meaningful assistance in rescue efforts and it appears that the entirety of Colombia's military resources are already devoted to rescue.

Recent storms have also killed 90 people in Peru. Peru, like Ecuador, borders Colombia to the north. It's truly horrible that 350 or more people would die in floods but it seems to happen almost annually in this geographic area.

Living near the river is a way of life, but the river can also be deadly.

The Colombia government opinion is that global warming is causing severe weather events such as this. Going back to the coal power plant LOI, one of the stated reasons for the project was to decrease dependence on hydro generated power due to environmental concerns.
