So anyway these schlock promoters that rarelyb if ever disclose , are paid by a third party.
The third party can be a simple noteholder carrying some bs debt that took deeply discounted stock as payment.
Scumbags have many avenues available from which their illicit money raising activities can be accomplished.
Regulators are largely MIA when it comes to these piles of crap, and fraudsters know it and take advantage of it.
