The Big Banks chose or could not lend during the RE downturn. So please They will or can do only when times are good. Fannie n Freddie kept the RE market from completley collapsing by continuing to make "good" mtgs. Banks and pvt mortagers suffered huge losses from thier bad mtgs and basically left the market till it got better.
This is NOT good for America.
