It has been obvious you are correct in the case of both NGL that swings on nothing and our refiner there in Texas with a very flat price range...

When some hedge fund wants to buy in BIG they hook up with Mr Crooked Market Maker and drive a stock into the ground, they enter, and the stock goes back up.

They must especially want in here at attractive points they can flip for easy gains on days we return toward the fair valuation before they sell and scalp again and again. Since the last investor conference we have seen this repeated daily and the pps has been held back.
When the company announces the increased distribution coming in May that is more than covered x2 with yield rising above 8% some new eyes will turn this way and force the pps higher, imo.
