I completely agree....the intent was to deceive. However, I also believe that they made an attempt to leave themselves an "out" by not stating what the grade was, what the actual precious metals were, and that the valuation was on a warehouse receipt (not worth the paper it was printed on).

It's all about playing on the edge of what is prosecutable.
