The Market Makers totally control the price of this stock. Look at the number of times throughout the day. The size 100 pops up.
The last at 15:40 for .0199. As I understand 100 means, 'I need shares'. Immediately the price dropped to .018. Throughout the day that has been the case. Who buys 100 shares...no one! I believe Market Makers signal each other. When will it ever quit??
