For all we know, the pre-clinical trials they're doing right now could've been so successful that they decided to do trials on a few other things while they were there. Maybe that's why they're taking some capital out to finance those extra trials so when they go to the FDA they can try to get everything done all at once since they found financing for it already.
That's just one instance of how dilution can be very beneficial.

I'm telling you, I've been digging for the last two weeks cross some nice little nuggets of information that help connect dots. My tax money should be here within a week and it's all going towards shares. I have a goal to retire wealthy by the end of 2020. I'm pretty sure it's going to happen.
