I'm just posting an update on what I know. There is a linear triangle of communication involved.

Shareholders <--> Frack <-- Chinese

I don't know what all gears are turning. The Chinese officers are fixated on doing whatever this hold up is. There is something that needs signatures. I don't know if it's related or not. I have no context. Hence the sporadic information. Anyone who has chatted with Mr. Frack knows scattered his communication is.
