I concur, Mnuchin under no obligation to stop NWS on 3/31/17, the boss could use the 10Billion for The Wall or future CVN USS Trump aircraft carrier ... or simply apply whatever past NWS amount he desires towards a 're-cap' fund sometime before 2018 (am thinking in October).

GSE's are not going to go BK on 4/1/17, so there is no urgency to stop it just yet ... eventually NWS will be stopped ... probably this Sept/Oct. Am viewing 3/31 or week of 4/3/17 as an opportunity to add if it plunges deep, so saving some dry powder. Speaking of BK, perhaps time to go visit Rick for a meal deal ...
